Would a striped or plaid dress shirt with khakis and Sperry Top-Sider Boat Shoes work?

I’m going in for an internship interview, so would this be acceptable for a teen to wear in terms of "business casual"? Thanks!

The shoes are a bit iffy, you might want to try something a little plainer, and in a base color (white, black, grey, etc.)
The pants look good, but the picture was a little difficult to see.

In terms of meeting "business casual" that would meet the standard for most companies. However, your first impression is lasting, so I always recommend that you dress better than those in the company if you want to impress the interviewer. We have business casual in our company and I interviewed people that come in a nice pair of jeans and a polo and actually thought they weren’t "looking their best" for a job interview.
Also, do your research on the company beforehand to show you know who they are and what you are applying for.

A good axiom for business is; You can never be overdressed.
To me, business casual is a sport coat without a tie.
If you expect to be successful, you should look successful.

The shirt and pants are good, but not Sperry Top-Sider boat shoes. Go get a pair of casual loafers or lace-up shoes.

chinos or khaki-type trousers
sports shirts with collars or banded necks

Boat shoes are too casual for even business casual.
The striped shirts are much nicer than the plaid.
But, more importantly, you should probably dress nicer for this than what you are planning. Break out a tie and a jacket (if you have one) and wear nice dress pants instead of the khakis. This isn’t the same as interviewing for a job at McDonald’s.

I think it all looks good. Just make sure you rock the topsiders barefoot. Boat shoes are especially trendy right now, but they look bad if you wear them with socks.
