I think it also depends on the brand as sizes vary a lot by brand.  The size 5 sneakers we got at Walmart for him are getting a little tight but he can still wear them.  We just recently got him a pair of size 6 sneakers from Babies R Us and a pair of size 6 boots from JCPennys.  The sneakers fit him just fine, but the boots are still too big on him (they fall off when I try to put them on him).
